The proposal, endorsed by a resounding 29-3 vote, marks a significant shift in the league’s approach to kickoffs. Rich McKay, the NFL competition chairman, confirmed the approval, emphasizing that a minimum of 24 out of the 32 owners’ votes were necessary for the proposal to pass.

Innovative Rule Changes for Enhanced Safety and Engagement
The new alignment rules herald the most significant on-field rule change in recent NFL history, aimed at addressing declining return rates and mitigating concussion risks. Designed to foster both safety and excitement, the format seeks to minimize high-speed collisions by relocating the majority of kicking and return teams downfield.
Key Features of the New Format
During the upcoming 2024 season, kickers will maintain their position at the 35-yard line, while the remaining ten players on the kickoff team will align at the receiving team’s 40-yard line. Meanwhile, a designated “setup zone” will accommodate at least nine members of the return team, positioned between the 35- and 30-yard lines.
Dynamic Gameplay with Strategic Positioning
Innovatively, only the kicker and returner(s) will be permitted to move until the ball either makes contact with the ground or with a player within the designated area. Touchbacks will now be marked at the 30-yard line, and fair catches will be prohibited, injecting a new level of dynamism into the play.
